As far as I know this shouldn't happen? I think libiconv is in the base system 
now.

When I try to run portupgrade I get this:

** Port marked as IGNORE: mail/exim:
        You have iconv support in base system, but /usr/local/include/iconv.h 
is present too.  It will hiccup the build.

So other ports are not happy with the presense of libiconv port and use iconv 
from the base system.

# pkg remove -f php5-iconv libiconv
# cd /usr/ports/converters/php5-iconv
# make install clean
