Hello.
If in rc.conf is configured more than 1 vlan, Freebsd loads with 'no carrier'.
If 1 vlan is configured or without vlan NIC works fine.
12.0-RELEASE-p3

It can be fixed by installation the driver Version - 3.3.6 from
downloadcenter.intel.com.
After that NIC works fine.
