Here is a Vagrantfile to reproduce the issue:

> config.vm.provider "virtualbox" do |vb|
> vb.gui = true
> end

FreeBSD won't boot after provisioning is done.
I'm running:
- FreeBSD 13.0-CURRENT r350438 GENERIC amd64
- virtualbox-ose-5.2.32
