All that can be done until someone with a lot more ACPI and kernel knowledge that I figures it out. Until then, the ony "solution" is to disable P-State support by adding hint.hwpstate_intel.0.disabled=1 to /boot/loader.conf. Since P-State support was not present before 13.0, it leaves you no worse off than you were on older versions of FreeBSD.
