In that event, setting half-duplex is indeed the required behavior. However, citing from the same article that you cited, "The Ethernet standards and major Ethernet equipment manufacturers recommend enabling autonegotiation." If both ends of a link are not under common administrative control, it may not be possible to set both ends to matching modes.
