Scenario: create a new local user

Problem:
~ $ sudo pw useradd testuser
pw: gid '19108' has already been allocated

Solution:
An uid and gid must be explicitly set, only then pw useradd would succeed.

Cause:
samba and winbindd are running, and winbind is present in /etc/nsswitch.conf

Comment:
After stopping samba, the user is successfully added to /etc/passwd with the
next-in-sequence uid.

Workaround:
stopping either samba or commenting out the "winbind" reference in
/etc/nsswitch.conf solves the issue.

Could it be possible duplicate or relative of bug 205019?
