What I also remember is that pax(1) - natively providing the only storage format suitable to do backups - doesn't utilize libarchive(3). Not sure if this has changed meanwhile. I was off from such topics for a while and not sure if libarchive(3) is the place to fix tar(1), which got high frequency updates back then.
