This is deliberate, more or less.  The vm.domain.* sysctls provide a detailed
breakdown of memory usage and are relatively new (added when NUMA support was
added to FreeBSD).  The vm.stat.* sysctls are much older and much more commonly
used as a data source for memory usage summaries.  For the latter, I think a
hack to hide the implementation detail of PQ_UNSWAPPABLE is ok.  In the longer
term I'd like to come up with a better solution for the problem that
PQ_UNSWAPPABLE solves, as it itself is a hack IMO.
