Is this a regression relative to a previous release?

Do you happen to know if Linux has similar problems on this hardware?

One thing you might try is booting a MINIMAL kernel and seeing whether that's
able to shut down properly.  When trying this, make sure to configure
devmatch_enable="NO" to prevent drivers from being loaded automatically.

Are you using any drm modules, such as amdgpu?  If you just boot to a login
prompt without loading drm kmods, then shut down, is it successful?
