Update assigned machine values in elf_common header
There is an update to the ELF gABI.
We don't really carry all the values in our headers, and some things like Zilog
Z80 make no sense nowadays. Feel free to further strip down the list.
The changes in the latest draft are in the assigned machine values, perhaps
more relevantly a value for Linux EBPF and Loongson LoongGPU:

While here, put back the standard value for Digital Alpha since FreeBSD support
is unlike to come back. Also add the value for NVIDIA CUDA.
