Only true for NFSv4.0, which I consider
deprecated and for which delegations probably
do not work well. The only NFSv4.0 only client
is MacOS and I do not know if it even handles
delegations at all?
(Apple has never upgraded their client. I can only
assume they are short on cash and cannot afford the
engineering resources.;-)

For NFSv4.1/4.2, callbacks are done on what
is called a backchannel, which is a client->server
TCP connection. Usually, but not always the same
TCP connection as is used for regular RPCs.
- Therefore works for IPv6.
