So we're ignoring this SRAT entry:

   11813         Type=Memory                                                    
   11814         Flags={ENABLED}

But there's a corresponding entry in the memory map:

Could you please show a verbose dmesg?  That is, boot with kernel_options=-v
set, and share the dmesg.
