Proposed patch
I was trying to install an empty /etc/cron.deny file and it seems that the file
was silently ignored by etcupdate(8).
Looking at the code I found that:
```
# Remove empty files. These just clutter the output of 'diff'.
(cd $1 && find . -type f -size 0 -delete -print >> $metatmp) || \
return 1
```
However, this seems to be doing more harm than good, for example /etc/dumpdates
will never get installed (and should).
Can we just remove the code block?
