Update. I seem to have found clues to the cause.

Just downloaded and wrote to a USB stick:
FreeBSD-16.0-CURRENT-amd64-20260202-6d37c3db62ba-283549-memstick.img

which, as before, halts at:

atrtc1: <AT realtime clock> on acpi0
atrtc1: Warning: Couldn't map I/O.

BUT, by dropping to the loader(8) prompt and entering:

set hint.atrtc.0.disabled=1
set hint.atrtc.1.disabled=1
boot -v

It will go on farther and stop at:

isa_probe_children: probe non PnP devices
sc0 Failed to probe on isa1

Which is where it stopped when booting either of 12 or 13
images.

Hopefully this will jog someones memory as to a possible cause.
