After upgrading to 15.0-RELEASE,

the "~" in a config snippet such as this:

 !ipfw
 *.*        /var/log/ipfw.log
 ~ # stop entries for ipfw from being processing further

causes syslog to complain on startup:

 # service syslogd restart
 Stopping syslogd.
 Waiting for PIDS: 8866.
 Starting syslogd.
 protect: option requires an argument -- p
 usage: protect [-i] command
        protect [-cdi] -g pgrp | -p pid


The same config file works on 14.3-RELEASE
