level 6 (IPPROTO_TCP): Indicates that the configuration change is targeted
directly at the TCP Transport Layer rather than a generic socket.

optname 18 (TCP_USER_TIMEOUT): This is a Linux-specific socket option. It
controls how long (in milliseconds) transmitted data can remain unacknowledged
before the system forcibly closes the connection. 

Testcase: The Linux grok binary installed by misc/grok-build prints messages
like this into the system log:

> linux: jid 0 pid 5033 (tokio-rt-worker): unsupported setsockopt level 6 
> optname 18
