It's not a pool wide ZFS option. It's a per ZFS filesystem create time option
similar to Unicode normalisation. The FreeBSD name cache doesn't support
anything but traditional UNIX exact match semantics. Implementing this feature
request would require either adding a tmpfs only name cache into its VOP_LOOKUP
or adding this features (and its overhead) to the global name cache. Adding the
filesystem specific home grown cache is what ZFS did to implement this.
