There is some sort of mechanism by which laptop batteries are told to only
charge to 80% to preserve battery health. This setting was enabled on my
battery when I was running Linux, and now the battery only charges to 80% on
FreeBSD. We need a mechanism to toggle this, maybe a sysctl, or maybe we have
it and need better documentation.
