In 73ec43ab702fb06bf870af161919ad9423cddd19 firstboot_pkg_upgrade was added:

+       # Limit firstboot_pkg_upgrade to the base system.
+       firstboot_pkg_upgrade_repos="FreeBSD-base"

This has the undesirable effect of, after the first base system package
patch release, of triggering a lot of downloads of possibly unwanted
packages, and also an unwanted reboot.

Users report that they just need to install a few ports dependencies,
and run their CI scripts, in an ephemeral VM BASIC-CI.

Not clear what to do about this yet, ideally we could toggle this
behaviour externally from cloudinit/nuageinit parameters.

Do we want to skip this upgrade solely for BASIC-CI images? or 
is the toggle a better way to accommodate this?
