Patch to skip prompting for keys that are already loaded
For now, zfskeys checks whether a key is already loaded when the location is
not 'prompt', and skips loading the key in this case.
When keylocation=prompt, it goes through another path that does not perform
this check, which prevents loading the key separately beforehand through
another method.
I believe the check should be moved upwards to avoid this inconsistency.
