Actually, there are a combination of issues.  The cost involved in 
being a member is one issue, another is that to remain a "member in 
good standing" you have to attend at least one meeting every three 
months (ie. travel to/around the USA), and the third is that you need 
to be able to negotiate and sign legal agreements on behalf of your 
organisation.
