This is one of the problems that having Option "AllowEmptyInput" "Off"
in xorg.conf causes.  If you have that, substitute Option
"AutoAddDevices" "Off" in the same place.
Commenting out "AllowEmptyInput" "Off" (and not having an AutoAddDevices
entry) works for me.
