I tried `pkg install -y devel/amd64-xtoolchain-gcc` in a newly
installed 10.1-RELEASE amd64 VM, it does not find
devel/amd64-xtoolchain-gcc either.  While 11-CURRENT works.  Is this a
package building issue?  Is there anyone get different result?
