After -r333913 (by mmacy) fixed the builds,
-r333919 seems to have broken them again
(in a different way).

On ci.freebsd.org various TARGET_ARCH's (mips, mips64,
powerpc64, sparc64) are getting things like:

--- all_subdir_lib/libmagic ---
softmagic.pico: In function `msetoffset':
/usr/src/contrib/file/src/softmagic.c:1442: undefined reference to `buffer_init'
/usr/src/contrib/file/src/softmagic.c:1426: undefined reference to `buffer_fill'
/usr/src/contrib/file/src/softmagic.c:1436: undefined reference to `buffer_init'
funcs.pico: In function `file_buffer':
/usr/src/contrib/file/src/funcs.c:188: undefined reference to `buffer_init'
/usr/src/contrib/file/src/funcs.c:321: undefined reference to `buffer_fini'
ascmagic.pico: In function `file_ascmagic_with_encoding':
/usr/src/contrib/file/src/ascmagic.c:147: undefined reference to `buffer_init'
/usr/src/contrib/file/src/ascmagic.c:153: undefined reference to `buffer_fini'
/usr/obj/usr/src/powerpc.powerpc/tmp/usr/bin/ld: libmagic.so.4.full: hidden
symbol `buffer_fini' isn't defined
/usr/obj/usr/src/powerpc.powerpc/tmp/usr/bin/ld: final link failed:
Nonrepresentable section on output

The other TARGET_ARCH's have not progressed to
-r333919 yet. (I ignore riscv64 that has been
broken for a long time.)
