I don't have answers for thos equestions, but what I did to get the change is visit https://docs.freebsd.org/mail/current/svn-src-head.html, select https://docs.freebsd.org/cgi/getmsg.cgi?fetch=106633+0+current/svn-src-head , then downloaded the "Raw E-Mail", and fed it to "svn patch --strip 1".
