I think we've never bothered merging those to older stable branches because there's not really any point. It might be worth doing so just before a release or something but there's very little benefit.

E.g. pci_vendors is used by pciconf(8) and windrv_stub.c is used by ndiscvt(8). I'm sure the others are used by similar utilities that escape my memory.

The magic* files are used by file(1).  See termcap(5) for the others.
