mount_hpfs not built by default

Hello!

In PR docs/20369 it was mentioned that mount_hpfs isn't built by
default.

Am I missing something?  Why not?  From the cvs-logs, it seems, it has
just been forgotten :)
However, I'm asking because maybe I missed a discussion back in
December.
