After checking, FTP_PASSIVE_MODE is tested by check_passive() every
fetGET() call. check_passive() calls ftpPassive(). So,
ftp->is_passive is resetted.

I think no. Your tcpdump shows both PASV and PORT were issued. I
think first PASV was issued by ftpPassive() called from sytinstll and
PORT was issued by ftp_file_op() called by ftpGet().
