I always just used the following script in the /etc/csh.login:
#if ("`quota | grep '\*'`" != "") then
# echo Warning: Quota Exceeded:
# quota
#endif
Given that the output of the quota command is fairly parseable, a little
bit of scripting or perl should do the trick.
