I think it needs to stay out of the base system, so that 3rd party applications aren't surprised to find a stale binary in the base system instead of the latest version installed in the LOCALBASE. I don't like the idea of a renamed version of this utility existing in the base system, because I feel that folks who want it just for testing the utilities linked against libbsdxml will have sufficient clue to build it themselves.
