My build machine runs headless, so there may well be a salient
difference there, but today's -CURRENT build & reboot went just fine.
Tail end of the console log (cut'n'paste) reads:

(And it actually did power off; this was in response to

        sudo boot0cfg -s 1 ad0 && sudo halt -p || sudo reboot
