Actually no. One of the last things done during buildworld is (wrapped
to fit under 80 columns):

: ===> etc/sendmail
: rm -f freebsd.cf
: (cd /usr/src/etc/sendmail &&  \
:   m4 -D_CF_DIR_=/usr/src/etc/sendmail/../../contrib/sendmail/cf/  \
:   /usr/src/etc/sendmail/../../contrib/sendmail/cf/m4/cf.m4 freebsd.mc) \
:   > freebsd.cf
: chmod 444 freebsd.cf
: rm -f /etc/mail/gothmog.cf
: (cd /usr/src/etc/sendmail &&  \
:   m4 -D_CF_DIR_=/usr/src/etc/sendmail/../../contrib/sendmail/cf/   \
:   /usr/src/etc/sendmail/../../contrib/sendmail/cf/m4/cf.m4 \
:   /etc/mail/gothmog.mc) > /etc/mail/gothmog.cf
: chmod 444 /etc/mail/gothmog.cf
: rm -f /etc/mail/gothmog.submit.cf
: (cd /usr/src/etc/sendmail &&  \
:   m4 -D_CF_DIR_=/usr/src/etc/sendmail/../../contrib/sendmail/cf/   \
:   /usr/src/etc/sendmail/../../contrib/sendmail/cf/m4/cf.m4 \
:   /etc/mail/gothmog.submit.mc) > /etc/mail/gothmog.submit.cf
: chmod 444 /etc/mail/gothmog.submit.cf
