It releases on the same cycle as the rest of GNOME, so GNOME stuff uses the corresponding version. Vala 0.40 corresponds to GNOME 3.28, 0.48 corresponds to 3.36 and now we have 0.50 corresponding to newly released 3.38. Previous versions of Vala are maintained upstream as separate branches to account for the breakages.
