In my experience, that flag sets a false expectations for the users, and
probably should not even be displayed at all. There is no dedicated (paid)
triage team that works through PRs looking for things based on such
considerations. Instead, there is a small handful of volunteers, who do their
best to keep up with the PR flood as it comes in.
I'm sure this is not what you wish to hear, but it's the unfortunate truth.
