Add fa_IR.UTF-8 language and articles/ipsec-must translation
I am very happy to submit Persian language subdir with our first translation,
articles/ipsec-must, done by Javad Kouhi.
I followed the handbook to produce the diff file, but please let me know if the
attached diff file has any problem and I will update it.
N.B. The fa_IR.UTF-8 locale is not yet accepted and therefore you may get an
error when trying to generate translation files - open diff at review D24359.
