I think this is right, make(1) describe its default setting:

     .MAKE.MAKEFILE_PREFERENCE
                     The ordered list of makefile names (default ‘makefile’,
                     ‘Makefile’) that make will look for.

And sys.mk is just overwriting this default, to add BSDmakefile, when being
included.
