If a jail block in jail.conf is labeled with a number, then it's for a jail identified by its JID, and thus it doesn't (yet) have a name. Just like if a jail block is labeled with a non-numeric name it doesn't (yet) have a jid. Yes, if you want, you could say name=$jid.
