In the second example provided, if I click below the header "Table of Contents"
(not a link) and then hit the tab key (or keep it pressed), the items in the
table of contents will be selected one after the other. We can hardly control
where the user starts hitting tab in their browser and from what reading
position, regardless of the top or footnote position.
I don't think that this is an issue per se or that our website should have a
good tab-able design. I'm closing this PR as it works as intended.
