Boot order doe not really matter there, as we do know, some hardware does
support it, some not. What matters is to have uniform disk layout on whole
pool.

If it is boot pool, you also want to have option for simple recovery - swap the
disks in slots/firmware boot order list and power on (without needing to search
for alternate boot media).

Uniform setup within pool will also help against accidental pool growth. Also,
we also can boot from raidz, mirror is not the only option there.
