IMO: commit it. Any issues can be fixed afterwards (it's not the default linux
base).

Again IMO:
 - fontconfig should fall through (no matter if centos or rocky). It was in the
past, got changed after the versions diverged too much (binary incompatibility
of something generated stuff), and should fall through when compatible.
 - certs may have not a pki directory, but we install the cert bundle (to
LOCALBASE/share/certs/ca-root-nss.crt) and we have the trusted/... stuff in
/etc/. I'm sure there is the possibility to fall through. But see the next
point.
 - I fully agree with you to commit it in the same state as c7.
