Looking a little more into your diagnosis, which is unquestionably correct, I think this problem is actually in the Pypi package psutil (not to be confused with our print/psutils package). So presumably this is an upstream problem. Is it perhaps too much for me to hope that upstream developers take notice that the kern.sched.topology_spec sysctl is not available for SCHED_4BSD users? There seems to be an active movement at present to make it possible to choose your scheduler at boot time, and even a more active movement to prevent SCHED_4BSD from being deprecated.
