The message comes when you create a new filesystem with newfs. According to page 263 of the "The complete FreeBSD", this is not a problem because the space will be used anyway (how?). I searched the archive, somebody mentioned an option to newfs to use the unallocated space. My understanding is that if there are no bits in the bitmaps corresponding to those sectors, they will never be used. If there are, why newfs prints the warning message?
