You might want to try sticking sendmail_enable="NO" into your
/etc/rc.conf. There's a bunch of other services that get started by
default, /etc/defaults/rc.conf has all the details. That's for FreeBSD
4 and up atleast. If I remember correctly to fix this in versions smaller
than 4, just edit the /etc/rc.conf.
