So does OS X. Well, I haven't gotten around to installing win2k or OS X yet. The last time I installed NT4 I seem to remember it explicitly asking me if I wanted to use DHCP or not, but I don't remember if I was on a network with a DHCP server when I did that, so it might have tried and failed. Apparently my information is terribly out of date.
