Looking at /etc/netstart, it just seems to be a wrapper to
network_pass1(). What it doesn't cater for is shutting down all or
individual interfaces via a common, slightly simpler interface;
restarting one or all interfaces via said interface.

/etc/netstart doesn't seem to be much use other than at boot time.
