It's not documented, but the code is there in /etc/rc.subr:
grep 'rc.conf\.d' /etc/rc.subr
if [ -f /etc/rc.conf.d/"$_name" ]; then
debug "Sourcing /etc/rc.conf.d/${_name}"
. /etc/rc.conf.d/"$_name"
