Lots of tools have already been mentioned. I'll just throw in
pdflatex+pdfpages. You can easily zoom, rotate and N'up pages of
different PDF files.
I'm happily buried underneath some prertty good sugestions, and one by
one, I'll be trying them all, thanks.
