please look at PR on near problem with dummynet : 
http://www.freebsd.org/cgi/query-pr.cgi?pr=kern/147245 .

Here  maximum shaping speed is limited to 11.999Mbit/s with HZ=1000 and 
net.inet.ip.dummynet.io_fast:1, higher values do not shape traffic anymore.

Second problem, when pipe not worked correctly,  downloading traffic to one 
ip,port from multiple sources.

With HZ=2000,  maximum shaping speed is limited on 23.999Mbit/s
