I can confirm this issue also exists on 8.2 as of today. It appears as if ipfw is incorrectly assuming that an IPv6 address is an invalid IPv4 address with a mask. For example: 2001:1:2:3::4,2001:1:2:3::5 is treated as an IPv4 address of 2001 with a mask of 1:2:3::4 (as if it were specified as 1.2.3.4:255.255.255.0).
