Do you have net-snmp installed on your system ?

Currently yes, but during expriments I have really clean image, without any 
port and without any running service except PF.

I did two things and problem is disappears for now (I live without changing 
default route longer then ever now)

1. I disabled snmpd
2. I installed and started to use "bird" routing daemon.
With configuration like this.

I have script which check default route many times per second and if there is 
change, script put it back.

I thing, that is important to find this bug – I thing that is very big and 
dangerous bug, because there is way to change routing only with traffic on 
clean system.
